While riot shields are not over powered they sure will make you run the other way when a riot shield guy runs at you. You can deal with riot shield people by shooting at there feet, running around them to shoot at them or by using explosions. If you are shooting at them try not to fully unload your weapon but instead unload 90% and try to grab cover before reloading. In case the riot shield guy pulls out a weapon or a throwing knife you still have a little ammo left and they will not be able to kill you.
